For most point and shoot cameras, setting them to 'portrait mode' will blur the background. You can help further blur the background by zooming in as much as you can, and then backing up to frame your subject.

If the camera has a manual mode, use that and select the largest aperture (the smallest f number) you can.

  2. No camera, that I know of, has "built in background defocus", and any camera in the price range of these two cameras will have many options. There are many things to consider when buying a camera. This tool compares some of them, and gives you the results.

Background defocus or blur or, when it is artistically satisfying, bokeh, is controlled by 3 things:
    1) aperture size
    2) focal length
    3) distance to subject
Any camera that can vary its focus can do those three things, to greater or lesser degree. If this is of prime importance to you, you will need a camera with a large sensor, such as a DSLR.
